Southwark runs schemes beyond the national minimum: additional HMO licensing, in force from 1 March 2022 to 1 March 2027, covering the whole district; and selective licensing, in force from 1 March 2022 to 1 March 2027, covering 5 named wards; and selective licensing, in force from 1 November 2023 to 31 October 2028, covering 14 named wards. Where selective licensing applies, an ordinary single-family rental needs a licence too, not only a shared house. National mandatory HMO licensing applies throughout.

What happens if a landlord isn’t licensed?
Renting out a licensable property without a licence is an offence. Tenants can apply to a tribunal for a Rent Repayment Order, reclaiming up to 12 months’ rent, rising to 24 months under the Renters’ Rights Act 2025. A Section 21 eviction notice served while the property was unlicensed may also be invalid.
