Licensing in Oxford

Oxford runs a citywide additional licensing scheme covering shared homes with 3 or more people from 2 or more households. The current designation took effect on 25 June 2026 and runs to June 2031, following an earlier citywide scheme that ran from 10 June 2021 to 9 June 2026.

Selective licensing covers every ward except Holywell (since 1 September 2022, running to August 2027), so most ordinary single-family rentals need a licence too. National mandatory HMO licensing applies throughout. We hold two Oxford registers, the HMO register and the selective licensing register, and the figures above combine them.

What happens if a landlord isn’t licensed?

Renting out a licensable property without a licence is an offence. Tenants can apply to a tribunal for a Rent Repayment Order, reclaiming up to 12 months’ rent, rising to 24 months under the Renters’ Rights Act 2025. A Section 21 eviction notice served while the property was unlicensed may also be invalid.
