Licensing in Islington
Islington runs a borough-wide additional licensing scheme (in force since 1 February 2026, running to January 2031) covering shared homes with 3 or more people from 2 or more households, including HMOs in purpose-built flats and some converted buildings.
Selective licensing applies in Finsbury Park, Tollington and Hillrise (since 20 May 2024, running to May 2029), where an ordinary single-family rental needs a licence too. A second selective scheme covering Barnsbury, Caledonian, Tufnell Park, Mildmay, Highbury, Junction and Laycock was approved in October 2025 but is not yet in force, so it cannot create an offence for a tenancy running today.

What happens if a landlord isn’t licensed?
Renting out a licensable property without a licence is an offence. Tenants can apply to a tribunal for a Rent Repayment Order, reclaiming up to 12 months’ rent, rising to 24 months under the Renters’ Rights Act 2025. A Section 21 eviction notice served while the property was unlicensed may also be invalid.
