Licensing in Greenwich
Greenwich runs a borough-wide additional licensing scheme (in force since 1 January 2024, running to December 2028) covering shared homes with 3 or more people from 2 or more households, including some converted buildings (section 257 HMOs).
Selective licensing also applies in parts of Plumstead, Glyndon, Shooters Hill, Woolwich Common and Woolwich Riverside (since 1 October 2022, running to September 2027), where an ordinary single-family rental needs a licence too. Those boundaries run street by street rather than following whole wards, so your exact address matters.

What happens if a landlord isn’t licensed?
Renting out a licensable property without a licence is an offence. Tenants can apply to a tribunal for a Rent Repayment Order, reclaiming up to 12 months’ rent, rising to 24 months under the Renters’ Rights Act 2025. A Section 21 eviction notice served while the property was unlicensed may also be invalid.
