Licensing in Brent

Brent runs a borough-wide additional licensing scheme (in force since 2 February 2026, running to February 2031) covering shared homes with 3 or more people from 2 or more households. It reaches further than most boroughs because it takes in HMOs in purpose-built flats and some converted buildings.

Selective licensing covers almost the whole borough across two designations, the first since 1 August 2023 in Dollis Hill, Willesden Green, Harlesden and Kensal Green, the second since 1 April 2024 in every remaining ward except Wembley Park. Where selective licensing applies, an ordinary single-family rental needs a licence as well. National mandatory HMO licensing applies throughout.

What happens if a landlord isn’t licensed?

Renting out a licensable property without a licence is an offence. Tenants can apply to a tribunal for a Rent Repayment Order, reclaiming up to 12 months’ rent, rising to 24 months under the Renters’ Rights Act 2025. A Section 21 eviction notice served while the property was unlicensed may also be invalid.
